After years of wanting to be like him, He decided to work with scientists as a guinea pig to achieve his goal to become faster than Sonic; however, due to the side effects on the experimentation and overdosing, he cannot live without it. He was forced to replace his real heart and lungs with artificial organs.

Man, what a backstory! Reminds me of Metallo from Superman. I love his design too - there's something about goggles on someone's head like this that just says "I'm awesome."
